Rudder repair

   My rudder has some crusty rust/scale  on the surface sticking out maybe 1/8 inch . I read somewhere the rudder is foam core with webbing in it . I think there must be a crack that let some water in . 
 My plan is to grind out the area and fill with epoxy filler and normally I would inter-protect the rudder but I read it does not stick on the L28 for some reason     . 
 Does this seem the best route ? Any advice , anyone seen this before? Anyone inter-protect their rudder successfully?
