throttle shift control

   I could not find the old info where someone explained how to fix the control. i can move the throttle several inches before the rpms increase. I took the one set screw off but am have difficulty removing the dome. I think there are dissimilar metals between the dome and the bronze center. I remember reading where once you take the dome off you tighten up a collar. Please let me know. Thank you
